Based on the 2008 publication, Advancing Competency Development: A Resource Guide for Pennsylvania, this web site updates resources and content contained in the original document. Caveats: 1) All resources meet our criteria for inclusion, 2) This web site does not contain the universe of skill-training curricula, and 3) Inclusion does not signify endorsement by either the Pennsylvania Commission on Crime and Delinquency or the National Center for Juvenile Justice.

What is Competency Development?

Competency development is the process by which juvenile offenders learn new skills and behavioral strategies for pro-social ways to think and manage their environment and acquire living, learning, and working skills. It is one of Pennsylvania’s Balanced and Restorative Justice (BARJ)goals for the juvenile justice system.

Pennsylvania has selected five domains:
Pro-Social Skills Moral Reasoning Skills Academic Skills Workforce Development Skills Independent Living Skills
Research demonstrates that strengthening these areas increases resistance to delinquency and deficits in them put juveniles at risk for continued involvement in the justice system. Skill training is the primary activity used to advance competency development.

How to Use This Site
Search and access profiles on three types of resources: 1) Skill-training curricula, 2) “Community Resources,” and 3) “Blueprint” program models. Profiles reflect information presented by the developers with minor changes made to enhance clarity or standardize the content. Each resource has a corresponding icon indicating whether it's a curriculum, community resource, or program.

Curriculum Here you can search and access profiles of skill building curricula by domain and skill set. Each profile contains an abstract, learning objectives, training and materials information, and contact information. Supportive resources that do not fit neatly into any of the core domains, such as Parenting Wisely, are also included. You can learn about new interventions or examine the curricula you currently use against the criteria used in this Database.


Looking for community resources?

Community Resource Here you can search and access profiles on community resources delivered by local chapters of national or state organizations that are willing and able to provide services to delinquent youth, primarily in support of the academic and workforce domains. You can also locate whether these resources are available by county.

Looking for a Blueprint intervention program model?

Program Here you can search and access profiles on the three Blueprint programs for delinquent youth that, although designed as therapeutic interventions, advance pro-social skills by helping parents set clear expectations for and monitor the behavior of their children and by teaching other parenting and family communication skills.
