Abstract
This report maps the current landscape of state laws governing the trial, sentencing, and sanctioning of juveniles as adults. It summarize the transfer and blended sentencing laws of all 50 states and the District of Columbia as of the beginning of 2008. It also explores data on the volume and characteristics of youth who are being impacted by these laws, and calls attention to some simple measures that states can take to make them more fair, flexible, and consistent.
